Q1) Do we need to submit 2 form 26QB or can we pay the TDS with single filing?
Q2) What is the ‘Total value of consideration’, should it include GST or exclusive of that?

Yes, you need to submit two separate Form 26QB, one for each buyer.
Even though you are jointly buying the property, TDS must be filed separately by each buyer for their respective share in the property. -
The total value of consideration should be taken exclusive of GST.
